One-Stop Operator Request For Proposals 

The Oswego County Workforce Development Board (WDB) Inc. of Oswego County is soliciting proposals from eligible providers to serve as the One-Stop Operator for the Oswego Workforce Development Area in accordance with the federal Workforce Innovation and Opportunity Act (WIOA), which was enacted on 7/22/2014 and became effective on 7/1/2015. Through this request for proposals (RFP) the WDB will procure the services of a One-Stop Operator, which will coordinate the service delivery of One-Stop partners and service providers and perform additional roles required by the WDB. The period of performance will be 9/1/2021-6/30/2022. Contingent upon successful contractor performance and adherence to federal, state and local guidelines; contracts may be renewable up to 3 years, for the 6/30-7/1 fiscal year. The role of the One-Stop Operator will be funded up to $7,000 per fiscal year at the cost of the WDB.

A bidder’s conference will be held on July 27, 2021, at 12:00 (Noon) via zoom. The Zoom link for the bidder’s conference will be included in the above-referenced consolidated Q&A document

The deadline for proposals is August 10, 2021. The Workforce Development Board, Inc. of Oswego County reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with all qualified sources, or to cancel in part or its entirety this RFP if it is in the best interest of the Workforce Development Board, Inc. of Oswego County to do so or to request further information from any applicant.

No questions were submitted relating to the One-Stop Operator RFP prior to the bidder’s conference held on July 27, 2021 at 12:00 p.m. via Zoom.

One entity attended the bidder’s conference. The following three questions were asked:

  • Does your board meet quarterly?
    • Response: Yes, our Full Board meets quarterly.
  • Do you work with Partners already?
    • Response: Yes, we hold a Partners Roundtable Committee meeting twice per year.
  • Has your board been meeting during COVID?
    • Response: Yes, our board has been meeting regularly, by virtual meetings, throughout COVID. We will begin meetings in person, starting on July 28, 2021.
